Wto Sport – Badan Pengarah Percepatan Pembangunan Otonomi Khusus (BP3OK) meminta pemerintah daerah di sembilan kabupaten/kota untuk lebih fokus memperhatikan empat program strategis Otsus Papua.
“Empat program itu terdiri atas Papua Sehat, Papua Cerdas, Papua Produktif, dan Papua Damai yang harus termuat dalam rencana induk percepatan pembangunan Papua 2021-2041,” ujar Ketua BP3OK Papua Pdt Albert Yoku di Biak usai mengunjungi Kabupaten Supiori, Rabu.
Ia mengatakan kunjungan BP3OK ke kabupaten/kota untuk melakukan sinkronisasi, harmonisasi, koordinasi dan evaluasi terhadap pelaksanaan program daerah yang terkait dengan kesejahteraan orang asli Papua.
Dari kunjungan ke kabupaten/kota dilakukan BP3OK, menurut Pdt Yoku, perlu ada perhatian bupati dan wali kota pada beberapa kebijakan dan program daerah dengan pemanfaatan dana Otsus Papua.
Sebagai contoh, kata Pdt Yoku, Papua dikenal kaya dengan sumber daya alam yang melimpah, tetapi di satu sisi masyarakat asli Papua masih ada yang miskin hidupnya.
Masalah lain yang dihadapi Papua saat ini, menurut Pdt Yoku, masih banyak kasus stunting di kampung-kampung, sehingga perlu mendapat perhatian khusus pemda setempat.
BP3OK juga dalam kunjungan ke berbagai kabupaten dan masih menemukan kurangnya penataan manajemen tata kelola pemerintahan, terutama pengelolaan keuangan daerah.
“Ya masih ada kabupaten dalam pengelolaan keuangan masih disclaimer, sementara daerah lain sudah mendapatkan opini wajar tanpa pengecualian (WTP) dari BPK,” sebut mantan Ketua Sinode GKI di Tanah Papua itu.
Ia meminta hubungan birokrasi dan legislatif di kabupaten/kota juga perlu harmonis supaya semua kebijakan daerah terkait program Otsus Papua dapat berjalan sesuai harapan dan tujuan.
“Bahkan, komunikasi kerja antara bawahan dengan atasan juga perlu ditingkatkan, sehingga menunjang keberhasilan program pemerintah untuk masyarakat asli Papua,” katanya.
Terkait program Papua Damai, menurut Ketua BP3OK Pdt Yoku, telah menjadi atensi pemerintah pusat dan senantiasa terus berupaya mewujudkan kedamaian di Tanah Papua.
“Semua orang yang hidup dan bekerja di daerah ini berkewajiban dalam mewujudkan Tanah Papua yang aman dan penuh kedamaian,” katanya.
Setelah mengunjungi Kabupaten Supiori, Ketua BP3OK Pdt Albert Yoku bersama rombongan, Rabu (29/11) melanjutkan kunjungan lapangan ke Kabupaten Yapen Kepulauan menggunakan transportasi laut dari pelabuhan Tiptop Yenures Biak Kota.
