“Seandainya perusahaan yang sudah memiliki kuota impor tetapi ragu untuk melakukannya, sebaiknya sebagian kuota tersebut diserahkan kepada Bulog,” ujar Gunawan di Medan, Minggu.
Pria yang juga Ketua Tim Pemantau Harga Pangan Sumut itu memahami jika masih ada perusahaan termasuk dari swasta yang belum memaksimalkan hak impor gula mereka karena tingginya harga di tingkat internasional.
Menurut Gunawan, hal tersebut wajar lantaran tidak ada perusahaan yang ingin rugi. Oleh karena itulah keterlibatan Bulog diperlukan.
“Kalau Bulog ikut mengimpor gula maka orientasinya bukan lagi keuntungan melainkan bagaimana supaya harga tidak bergejolak. Ada stabilitas yang dijanjikan kalau Bulog turun tangan,” tutur dia.
Gunawan menegaskan, pemenuhan stok gula dalam negeri menjadi yang utama saat ini khususnya ketika memasuki masa libur Natal 2023 dan Tahun Baru 2024.
Dia menilai, kebutuhan masyarakat akan gula konsumsi mesti menjadi pertimbangan tertinggi.
“Masyarakat membutuhkan gula yang harganya tidak membebani daya beli mereka,” kata Gunawan.
Nantinya, jika memang Bulog diberikan kuota impor gula, Gunawan berharap pemerintah juga melindungi perusahaan BUMN tersebut dengan regulasi khusus supaya tidak menelan kerugian besar.
“Bulog idealnya dilindungi supaya jelas apa yang mesti dilakukan ketika mereka mengalami kerugian saat mengimpor gula,” ujar dia.
Di Sumut, Badan Pangan Nasional (Bapanas) mencatat harga rata-rata gula konsumsi di tingkat pedagang eceran pada Minggu (10/12) mencapai Rp16.680 per kilogram.
Pada seminggu terakhir, harga rata-rata gula konsumsi di Sumut berada di rentang Rp16.580-Rp16.880 per kilogram.
Demi menurunkan harga gula dalam negeri, Badan Pangan Nasional meminta para importir gula menggunakan kuota impor mereka supaya stok gula bertambah.
Untuk itu, mulai 9 November 2023, pemerintah melalui Badan Pangan Nasional resmi memberlakukan relaksasi harga gula konsumsi di tingkat konsumen dari Rp14.500 per kilogram menjadi Rp16.000 per kilogram serta Rp17.000 per kilogram khusus di wilayah Maluku, Papua, dan daerah tertinggal, terluar, terpencil dan pedalaman.
Adapun Rp14.500 per kilogram tersebut adalah harga acuan penjualan di konsumen yang diatur dalam Peraturan Bapanas Nomor 17 Tahun 2023.
