Menurut Ketua KTNA Jawa Barat Otong Wiranta, penyaluran pupuk subsidi masih banyak menghadapi kendala di lapangan, misalnya petani belum terdaftar atau ada petani yang sudah terdaftar, tapi tidak menebus pupuk subsidi.
“Artinya, masih banyak petani belum mengerti sepenuhnya tentang mekanisme mendapatkan pupuk, apalagi kemudian ada perubahan tradisi dari konvensional ke elektronik, dari manual ke online,” katanya di Jakarta, Kamis.
Padahal, di sisi lain, tambahnya, petani dengan tingkat pendidikan rendah hanya mengharapkan kemudahan dalam menebus pupuk.
“Jika meminta petani untuk menebus pupuk subsidi juga akan sulit, sehingga peran penyuluh sangat penting dalam membantu petani,” katanya saat webinar “Transformasi Kebijakan Pupuk Bersubsidi: iPubers”.
Kendala lain, ungkap Otong, jaringan internet yang belum semuanya terkoneksi, sehingga banyak kembali ke transaksi manual, selain juga validitas data perlu terus dilakukan penyesuaian karena berakibat kepada alokasi dan realisasinya.
Dikatakannya, karena beberapa masalah tersebut kebijakan penyaluran di masing-masing daerah akhirnya juga berbeda-beda, seperti di suatu daerah ada yang membagi rata jatah pupuk subsidi, tapi daerah lain memberikan sesuai dosis yang telah ditetapkan pemerintah.
Menanggapi hal itu, Koordinator Pupuk Bersubsidi Ditjen Prasarana dan Sarana Pertanian Kementerian Pertanian Yanti Erma mengatakan dalam perencanaan pupuk bersubsidi, khususnya data petani pemerintah telah mengintegrasi antara data SIMLUHTAN(Sistem Penyuluh Pertanian) dengan data dukcapil.
Pemerintah lanjutnya, juga telah memfilterisasi usulan lahan di atas dua hektare dan NIK (nomor induk kependudukan) ganda. Selain itu, merasionalisasi dosis pemupukan spesisifik lokasi, pengembangan aplikasi alokasi by name by NIK.
Sementara dalam penyaluran, PT Pupuk Indonesia Holding Company (PIHC) telah mengembangkan aplikasi DIMAS untuk penetapan distributor/kios lebih transparan dan berkinerja.
Selain itu, pengembangan aplikasi WCM dan APG oleh PT PIHC untuk pengawalan dan pengendalian penyaluran tersistem mulai produksi, lini I-IV hingga ke petani.
“Untuk optimalisasi pengendalian pupuk subsidi, PIHC sudah membuat aplikasi Ipubers,” katanya.
Senior Manager PIHC Yana Nurahmad menambahkan saat ini PIHC telah mengeluarkan sistem bernama iPubers sebagai aplikasi yang dipakai kios untuk menyalurkan pupuk subsidi secara digital.
Dikatakannya, iPubers menggabungkan data e-alokasi yang ada di Kementerian Pertanian dengan data stok pupuk yang ada di aplikasi REKAN secara real time. Sistem ini juga terintegrasi dengan perbankan.
Yana menegaskan penebusan pupuk subsidi dengan iPubers ini sangat mudah petani bisa dengan membawa KTP sudah bisa mengakses untuk di data e-alokasi.
Kemudian, pihak kios bisa langsung memasukkan data petani untuk melakukan transaksi dan petani tandatangan.
“Dengan aplikasi iPubers yang terintegrasi, penyaluran pupuk bersubsidi lebih menjamin tepat sasaran. Jadi dengan digitalisasi ini penyaluran pupuk lebih teratur dan bisa menelusuri pupuk subsidi di kios dengan menggunakan nomor KTP petani,” katanya.
