Dukungan tersebut mencakup pembelian rumah komersial, rumah masyarakat berpenghasilan rendah (MBR), dan rumah masyarakat miskin.
“Kebijakan tersebut diharapkan dapat menggairahkan sektor perumahan sehingga memberikan multiplier effect yang besar serta dampak positif bagi pertumbuhan ekonomi Indonesia pada tahun 2023 dan 2024,” kata Kepala Badan Kebijakan Fiskal (BKF) Kementerian Keuangan Febrio Kacaribu di Jakarta, Jumat.
Secara rinci, insentif untuk pembelian rumah komersial diatur dalam Peraturan Menteri Keuangan (PMK) nomor 120/2023 tentang Pajak Pertambahan Nilai atas Rumah Tapak dan Satuan Rumah Susun yang Ditanggung Pemerintah (PPN DTP) Tahun Anggaran 2023.
Untuk hunian dengan harga jual paling tinggi Rp5 miliar, masyarakat dapat menikmati PPN DTP paling banyak atas bagian harga jual sampai dengan Rp2 miliar.
Pembelian rumah yang dilakukan selama periode November 2023 – Juni 2024 mendapatkan PPN DTP sebesar 100 persen, sementara besaran insentif untuk periode Juli 2024 – Desember 2024 adalah 50 persen.
Kemudian, insentif berikutnya adalah pemberian Bantuan Biaya Administrasi (BBA) MBRyang ingin memperoleh rumah layak huni dan terjangkau.
Insentif tersebut berlaku selama 14 bulan (November 2023 – Desember 2024) dengan nilai bantuan sebesar Rp4 juta per rumah. Pada bulan November – Desember 2023 diberikan kepada 62 ribu unit, dan di periode tahun 2024 diberikan kepada 220 ribu unit.
BBA tersebut diatur melalui Peraturan Menteri PUPR Nomor 11 Tahun 2023 tentang Bantuan Biaya Administrasi Pembiayaan Pemilikan Rumah Bagi Masyarakat Berpenghasilan Rendah.
Terakhir, insentif yang diberikan adalah dukungan rumah bagi masyarakat miskin melalui bantuan Rumah Sederhana Terpadu (RST). Insentif fiskal untuk program ini yaitu sebesar Rp20 juta yang berlaku pada November dan Desember 2023. Pemberian bantuan dikoordinasikan oleh Kementerian Sosial.
