Saya tidak pernah perintahkan macam-macam kepada bapak loh ya. Aturannya satu, netral. Kalau kita netral kan enak,” kata Heru saat memberikan arahan.Seluruh ASN juga akan dipantau media sosialnya mengingat salah satu netralitas yang harus diingat yaitu tidak diperbolehkan untuk berfoto dengan gaya yang mirip atau mengarah pada salah satu pasangan calon presiden dan calon wakil presiden.Menurut Heru, lurah, camat, dan ASN DKI lebih baik fokus bekerja, menjalankan program untuk membantu masyarakat, dan menjalankan aturan yang ada dibanding mengurus hal yang tidak perlu ataupun berkomentar sembarangan. Sehingga hidup lebih tenang, aman, dan damai.Selanjutnya, Heru juga menyinggung soal atribut kampanye yang akan dipasang di DKI Jakarta. Heru mengingatkan Satpol PP untuk menertibkan atribut kampanye yang tidak sesuai tempatnya.”Mengenai atribut kampanye sudah diatur. Ya, namanya pesta demokrasi biarkan saja, mau pasang spanduk, mau pasang baliho, umbul-umbul, selama tiga bulan, yang tidak boleh dimana, itu ada aturannya,” ujar Heru.Lebih lanjut, Heru meminta agar wali kota dan bupati menggandengtokoh masyarakat dan tokoh agama untuk membantu suksesnya proses demokrasi di wilayahnya masing-masing.Sedikitnya, ada tiga undang-undang yang menegaskan ASN harus bersikap netral. Pertama, UU Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara dalam pasal 2 yang menyatakan setiap pegawai ASN harus patuh pada asas netralitas dengan tidak berpihak dari segala bentuk pengaruh manapun dan tidak memihak kepada kepentingan tertentu.Kemudian, dalam UU Nomor 7 Tahun 2017 tentang Pemilihan Umum juga terdapat pasal soal netralitas ASN. Lalu, dalam UU Undang- Undang Nomor 10 Tahun 2016 tentang Pemilihan Kepala Daerah terdapat dua pasal yang mengatur tentang netralitas ASN yaitu pada Pasal 70 dan Pasal 71.Pasal 70 ayat (1) berbunyi dalam kampanye, pasangan calon dilarang melibatkan aparatur sipil negara, anggota Kepolisian Negara Republik Indonesia dan anggota Tentara Nasional Indonesia.Kemudian, Pasal 71 ayat (1) berbunyi pejabat negara, pejabat aparatur sipil negara, dan kepala desa atau sebutan lain/lurah dilarang membuat keputusan dan/atau tindakan yang menguntungkan atau merugikan salah satu calon selama masa kampanye.
