Wto Sport – Polresta Tanjungpinang, Polda Kepulauan Riau (Kepri), berhasil mengembalikan kerugian negara sekitar Rp1,5 miliar dari kasus korupsi proyek pembangunan pelabuhan Dompak tahap enam.
“Sementara total kerugian negara yang dihitung BPK RI dalam kasus ini sebesar Rp35 miliar,” kata Kapolresta Tanjungpinang, Kombes Polisi Heribertus Ompusunggu di Tanjungpinang, Kamis.
Kapolresta Tanjungpinang menjelaskan pengembalian kerugian negara sebesar Rp1,5 miliar tersebut dilakukan dengan cara menyita aset milik dua orang tersangka korupsi pembangunan pelabuhan Dompak, masing-masing berinisial HR selaku pejabat pembuat komitmen (PPK) dan MNI selaku penyedia/kontraktor.
Adapun aset yang disita Tim Penyidik Tindak Pidana Korupsi Sat Reskrim Polresta Tanjungpinang, yaitu berupa sertifikat tanah dan bangunan senilai Rp850 juta milik tersangka HR, lalu uang tunai senilai Rp650 juta milik tersangka MNI.
Kedua tersangka berikut barang bukti aset dan uang tunai tersebut, sudah dilimpahkan ke Kejaksaan Negeri Tanjungpinang guna menjalani proses hukum lebih lanjut.
“Berkas perkara keduanya sudah dinyatakan lengkap oleh Jaksa Penuntut Umum (JPU),” ungkap Kapolresta Tanjungpinang.
Kapolresta Tanjungpinang menjelaskan bahwa kasus ini bermula pada tahun 2009 hingga 2015, Kementerian Perhubungan RI mengalokasikan anggaran sebesar Rp160 miliar untuk pembangunan fasilitas pelabuhan Dompak melalui Kantor Syahbandar dan Otoritas Pelabuhan (KSOP) II Tanjungpinang sebagai pelaksana.
Alokasi anggaran tersebut dikucurkan sebanyak enam tahap, dengan rincian tahap pertama (2009) sekitar Rp14 miliar, tahap kedua (2010) sekitar Rp33 miliar, tahap ketiga (2011) sekitar Rp8 miliar, tahap keempat (2013) sekitar Rp4 miliar, tahap kelima (2014) sekitar Rp4 miliar, tahap keenam (2015) sekitar Rp10 miliar, dan tahap Perubahan APBN (2015) sekitar Rp10 miliar.
Lanjutnya menyampaikan pada tahun 2021-2022, Polresta Tanjungpinang melakukan penyelidikan terkait adanya dugaan korupsi pembangunan pelabuhan Dompak sebesar Rp41 miliar. Namun, berdasarkan perhitungan BPK RI, total kerugian negara dalam kasus ini mencapai Rp30 miliar.
Penyelidikan korupsi dilakukan karena proyek pelabuhan di pusat ibukota Provinsi Kepri itu tidak selesai atau mangrak, padahal pencairan anggaran yang dilakukan sudah 100 persen.
“Dalam kasus ini kami menetapkan dua orang tersangka HR dan MNI. Tersangka MNI sendiri sempat hilang kontak dan akhirnya bisa ditangkap di Tangerang, Provinsi Banten,” ungkap Kapolresta Tanjungpinang.
Perbuatan keduanya melanggar Pasal 2 Ayat (1) dan atau Pasal 3 Undang-Undang Nomor 20 Tahun 2001 tentang Pemberantasan Tindak Pidana Korupsi Juncto Pasal 55 Ayat (1) KUHP.
