Wto Sport – Upah Minimum Kabupaten/Kota (UMK) di 27 kabupaten dan kota di Jawa Barat ditetapkan dan diumumkan oleh Penjabat (Pj) Gubernur Jawa Barat Bey Triadi MachmudinKamis di Gedung Sate, Bandung, dengan daerah yang memiliki UMK tertinggi adalah Kota Bekasi.
“Hari ini saya telah menandatangani Keputusan Gubernur terkait UMK di Jawa Barat tahun 2024, dan tadi juga saya sudah menerima aspirasi perwakilan Serikat Pekerja dan keputusan sudah ditandatangani. UMK yang tertinggi Kota Bekasi,” kata Bey di Gedung Sate Bandung, Kamis.
Bey mengatakan bahwa keputusan gubernur nomor 561.7/Kep.804-Kesra/2023 terkait UMK Jawa Barat tahun 2024 itu, memakai Peraturan Pemerintah nomor 51 tahun 2023 tentang Pengupahan sebagai dasar pengambilan keputusan meski ada 14 kabupaten/kota yang merekomendasikan kenaikan di atas aturan tersebut.
“PP nomor 51 tahun 2023 itu menjadi dasar kami, karena kami hanya bisa di koridor itu, memang betul beberapa daerah menyerahkan di atas PP nomor 51, kami pertimbangkan, namun harus sesuai dengan PP nomor 51 tahun 2023, dan tetap ada kenaikan,” kata Bey.
Perhitungan koefisien khusus (alfa) antara 0,1 sampai 0,3 yang dipakai, kata Bey, berbeda-beda disesuaikan dengan karakter daerah dengan mempertimbangkan inflasi Jabar per September secara tahunan (year-on-year/yoy) sebesar 2,35 persen dan pertumbuhan ekonomi tiap daerah.
“Dengan demikian, UMK tertinggi di Kota Bekasi Rp5.343.430 dan memang di jawa barat ini kan range-nya UMK itu dari Rp2 juta sampai Rp5 juta, (untuk yang terendah) Kota Banjar Rp2.070.192,” ucapnya.
Lebih lanjut, Bey Machmudin menjelaskan, UMK 2024 yang ditetapkan hanya bagi buruh atau pekerja di bawah satu tahun, sementara untuk pekerja yang telah lebih di atas satu tahun, perhitungan kenaikan mengikuti instrumen struktur skala upah.
“Ini hanya untuk buruh yang bekerja di bawah satu tahun. Saya minta kepada Dewan Pengupahan Provinsi Jawa Barat untuk memantau, memonitoring pelaksanaan struktur skala upah. Kalau ada yang melanggar, saya bisa tindak perusahaan itu,” tuturnya.
Dengan kenaikan UMK yang berdasarkan PP Nomor 51 tahun 2023, Ketua DPD Konfederasi Serikat Pekerja Seluruh Indonesia (KSPSI) Jawa Barat Roy Jinto mengancam akan melakukan mogok kerja dan menegaskan pimpinan serikat buruh tidak bertanggungjawab, bila bakal ada aksi massa yang lebih besar dari para buruh.
Padahal, lanjut dia, bupati dan walikota dari 27 kabupaten/kota telah memberikan rekomendasi usulan UMK, dimana rerata kenaikan hampir 17 persen, bahkan pihaknya pun telah menawarkan win-win solution, yang hanya meminta kenaikan 7,25 persen, mengikuti pertumbuhan ekonomi dan inflasi di Jawa Barat.
“Kita sudah menawarkan solusi. Tetap Pj Gubernur menegaskan bahwa akan memakai PP 51. Sehingga kita anggap bahwa Pemerintah Jawa Barat memaksakan kehendak untuk memiskinkan kaum buruh, dengan menggunakan PP 51 yang kenaikannya hanya Rp13 ribu. Serikat Buruh tidak bertanggungjawab apapun yang terjadi. Kita akan siapkan mogok (kerja),” ujar Roy usai audiensi bersama Bey Machmudin di Gedung Sate.
Hasil audiensi bersama Pemprov Jabar ini sambung dia, akan disampaikan kepada buruh dan memasrahkan keputusan kepada mereka terkait penetapan UMK 2024.
“Buruh mau ngambil langkah seperti apa, kita serahkan kepada pemegang kedaulatan rakyat dan buruh terkait hal itu. Karena Penjabat Gubernur Jawa Barat sudah tidak mau diajak berdiskusi,” ucapnya.
